Description:

This webinar provides updates on three programs that are administered by the Ohio Treasurer's office to serve local governments. Attendees will learn how the Ohio Pooled Collateral System (OPCS) can create efficiency and reduce burden, how local governments can benefit from the State Treasury Asset Reserve (STAR Ohio), and how the Ohio Market Access Program (OMAP) can lower borrowing costs on short-term notes.

  1. Understand the key functions of the Ohio Pooled Collateral System (OPCS).
  2. Learn about the benefits for government entities to participate in State Treasury Asset Reserve (STAR Ohio).
  3. Identify the advantages of the Ohio Market Access Program (OMAP) for lowering borrowing costs.

Presenters:

 

Walt Myers, Chief of Custodial Services and Director of Trust

Walter Myers is the Chief of Custodial Services and Director of Trust in the Ohio Treasurer’s Office and has over 33 years of financial industry experience.  Mr. Myers has been with the Treasurer’s Office for over 10 years. Mr. Myers’ remit at the Treasurer’s Office includes the oversight and management of CD Programs, Trust Compliance and Trust Operations functions, which includes the Ohio Pooled Collateral System.

Previously, Mr. Myers was a Managing Director at JPMorgan’s Corporate and Investment Bank. He held several positions through his tenure at JPMorgan including an expatriate assignment as head for Investor Service’s European, Middle East and Africa Client Service organization. Just prior to joining the Ohio Treasurer’s Office in 2014, Mr. Myers was responsible for a Columbus Ohio based institutional securities operations department including benefit payment services and institutional custody services.

Scott R. Adams, CFA – Director of Investments

Scott Adams is the Director of Investments in the Ohio Treasurer’s Office. In that capacity, he is  responsible for the investment of over $50 billion across the State Treasury and STAR Ohio. Scott joined in July 2023 and provides leadership for the Investment Department with respect to  decision-making, investment strategy, problem solving, and execution of financial and compliance activities.

Scott brings over 20 years of investment management experience involving portfolio management, trading, and manager-of-manager institutional investing. He graduated Cum Laude  from Franklin University with a Bachelor of Science degree in finance. He also obtained the Chartered Financial Analyst designation in 2003 and holds FINRA licenses for the Series 7, Series 24, Series 4, Series 52, and Series 53 in the Maintaining Qualifications Program.
